Witkoff arrives in Oslo for talks with Zelensky amid Trump-Kyiv rift

Trump envoy Steve Witkoff arrived for U.S.-Ukraine talks hosted by Norway and Finland as Kyiv raised concerns about intelligence, air-defense deliveries and Starshield access.
U.S. special envoy Steve Witkoff arrived in Oslo on Tuesday, October 20, 2026, for talks with Ukrainian President Volodymyr Zelensky as relations between Kyiv and President Donald Trump’s administration deteriorate over military support and the terms of possible negotiations with Russia.
Norway and Finland organized the meeting at Zelensky’s request. Reuters reported that Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb were hosting the discussions. The BBC said European officials were also expected to participate, while Trump’s son-in-law Jared Kushner was due to join remotely.
A new diplomatic meeting after a public rupture
The Oslo session is a material new step following several days of unusually public disagreement. On Monday, Trump said Russia had been “fine” on Ukraine, accused Zelensky of not helping efforts to end the war and said Kyiv should choose somebody else to negotiate. Trump has also criticized Ukrainian strikes on Russian energy facilities.
Witkoff’s arrival does not mean the dispute has been resolved. The stated purpose of the talks is to move the relationship onto what Støre called a more constructive path and to pursue a lasting diplomatic settlement. The Kremlin separately said it hoped Witkoff could meet Russian President Vladimir Putin soon, but no such meeting had been confirmed in the reports reviewed for this article.
Zelensky met Norway’s King Haakon VIII before the political discussions, according to Reuters. The Norwegian government announced that the Ukrainian president would visit for talks on the war and European security. The Oslo gathering therefore brings together the U.S. envoy, Ukraine’s president and European leaders at a point when Washington and Kyiv disagree over both battlefield support and negotiations.
Kyiv raises intelligence and air-defense concerns
Ukraine says U.S. early-warning information about Russian missile launches has become inconsistent, that limits have affected the Starshield satellite links used by Ukrainian drones and that air-defense interceptors purchased by European allies have not arrived. Those are Ukrainian claims about recent support problems, not findings that Washington deliberately ordered assistance to be withheld.
Secretary of State Marco Rubio rejected the accusation of an intentional U.S. effort to harm Ukraine. Speaking during a trip to India, he acknowledged that a shipment of Patriot interceptors may not yet have reached Ukraine but said there had been no political directive to deny it. Zelensky said he discussed early warning, interceptors and Starlink or Starshield with Rubio before the Oslo meeting.
The distinction matters because the two sides agree on some facts but dispute their meaning. A weapons shipment may be delayed, Rubio said, while the administration denies deliberately changing policy. Kyiv says intermittent warning data and communications limits have immediate battlefield consequences. The talks are intended to address that widening trust gap.
What the Oslo talks could change
Trump’s administration has largely stopped donating U.S. weapons directly to Ukraine, while allowing European governments to buy American systems for Kyiv. Ukraine still depends on U.S. intelligence and technology that European allies cannot quickly replace. That makes the working relationship with Washington consequential even as European countries assume more of the financial burden.
No agreement had been announced when this article was published. The confirmed development is that Witkoff reached Oslo for direct talks under Norwegian and Finnish sponsorship after Trump’s latest criticism of Zelensky and amid specific disputes over warning data, satellite connectivity and air-defense deliveries. Any claim of a diplomatic breakthrough would require an outcome from the meeting rather than its scheduling alone.
