Trump Says Musk Restored Ukraine’s Starlink Access as Kyiv Reports Limits Remain

Trump says Elon Musk restored Ukraine’s satellite access, but Zelenskyy says speeds are not fully back; reports say Trump asked Musk to reverse the restrictions.

President Donald Trump said on October 22 that Elon Musk had restored Ukraine’s access to the satellite network its forces use for battlefield communications. The statement marked a reversal from days of uncertainty over limits that Ukrainian officials said had disrupted some military operations, but Kyiv says the service has not yet returned to full speed.

Speaking to reporters before leaving the White House, Trump said Musk “put it back,” according to Reuters and the BBC. When asked whether he had personally spoken with the SpaceX chief, Trump declined to answer. The White House posted video of the exchange. Trump’s remarks confirm that he considers access restored, but they do not explain what was changed, when it was changed or whether all of Ukraine’s requested capabilities are available.

The Wall Street Journal reported that Trump called Musk and asked him to lift the restrictions. The New York Times also reported that Trump sought a reversal of limits on Ukraine’s military internet use. Those accounts provide a possible explanation for the change, but Trump did not confirm the call when questioned publicly. The distinction matters because his on-camera statement verifies his position on the outcome, while the details of any private conversation remain reported rather than officially documented.

Ukrainian President Volodymyr Zelenskyy offered a more cautious assessment. He said access had improved but that speed restrictions had not been completely removed, according to the same round of reporting. That leaves a gap between Trump’s description of a restoration and Ukraine’s account of what its forces can actually use. Neither the White House nor the Pentagon has released a technical description that would reconcile the two statements.

The dispute began after Ukrainian officials reported that terminals supporting military operations lost connectivity above roughly 100 miles per hour. They said the limit affected some drones and other systems that depend on satellite links. Service was later partly improved, but Ukrainian officials continued to seek removal of the speed cap. On October 16, Trump denied that either he or Musk had ordered the original restriction and said he was not sure the service had gone down.

Public accounts have also blurred two related systems. Starlink is SpaceX’s commercial satellite-internet network. Starshield is a government-focused service built for national-security customers, including the Pentagon. Musk has said the U.S. government controls the military system and decides its operational limits. News reports and officials have sometimes used the names interchangeably, so the exact contractual and technical mechanism behind the reported slowdown remains unclear.

A bipartisan group of senators has asked the Pentagon inspector general to investigate the disruption, including who authorized it and what notice Ukraine received. The reported reversal does not eliminate those oversight questions. Records from the Pentagon and its contractors could clarify the decision more reliably than the competing public statements now available.

The restoration claim is significant because satellite connectivity supports Ukrainian communications during continuing Russian attacks, and because it suggests direct intervention by Trump after he previously denied responsibility for the restrictions. It does not settle who imposed the original limit or why. It also does not establish that every affected Ukrainian capability has been restored. Those questions remain open while Kyiv tests the service and seeks full-speed access.
